  • Under Article 71(1) of the Road Traffic Act, registration applies to motor vehicles, agricultural tractors, mopeds and trailers. A slow-moving vehicle is registered only if it forms part of a tourist train.
  • A slow-moving vehicle is a powered vehicle whose design limits its speed to 25 km/h. Most wheeled excavators, loaders and rollers fall here. They are not registered and receive no registration plates, but they must still meet the technical conditions in Article 66 and carry compulsory third-party liability insurance.
  • Truck-based construction vehicles — concrete mixers, concrete pumps, tippers, trucks with loader cranes — are N2 or N3 motor vehicles and go through the full registration process.
  • A construction vehicle is not automatically a "special purpose vehicle". Article 2(36) defines a special purpose vehicle by its special function requiring adapted bodywork or special equipment. A mixer carrying concrete is carrying goods, and is often treated as a goods vehicle instead.
  • Where the vehicle carries equipment subject to technical supervision — a loader crane, an aerial platform, a tank — the Polish technical inspection cannot be carried out until the technical supervision authority has confirmed the equipment is fit for use (Article 81(12)).
  • Standard limits are 4.0 m height, 2.55 m width and 40 tonnes for a combination with at least five axles. Exceeding them makes the vehicle an oversize vehicle requiring a permit under Article 64.

 

Does your machine need to be registered in Poland at all?

 

The dividing line is design speed, not size, weight or purpose. A 40-tonne machine that cannot exceed 25 km/h is a slow-moving vehicle. A 7-tonne truck that can do 90 km/h is a motor vehicle.

What we see in practice

 

Foreign project teams arrive with two opposite assumptions, and both cost time.

The first is that everything with wheels needs Polish plates. It does not, and a registration office has no legal basis to register a slow-moving machine. Teams spend weeks preparing files for equipment that was never going to be registered, and then discover that what the machine actually needed was compliance with technical conditions, correct marking and an insurance policy.

 

The second is the reverse: that construction equipment is somehow outside road traffic rules because it is "plant, not transport". A mixer truck is a heavy goods vehicle in Poland, subject to the same approval requirements as any other N3 vehicle, and a slow-moving machine on a public road is still bound by Article 66.

The practical step is to split the equipment list in two before anything ships. It changes what you need to obtain from the manufacturer, and it changes how the machines get to site.

 

Which approval route applies to a registered construction vehicle

 

Once the vehicle is in the "registered" column, Poland is asking one question: is there a document that describes this vehicle in the state it was delivered?

The point to take from this page is that the route is decided by the documents, not by the vehicle type — and that a chassis Certificate of Conformity, which almost every imported construction vehicle has, resolves an earlier stage of the build and not the vehicle standing in the yard.

What your vehicle will be called in Poland, and why it matters

 

The Polish registration certificate records a vehicle type and subtype. Getting this right is not cosmetic.

Article 2(36) defines a special purpose vehicle as a motor vehicle or trailer intended to perform a special function that requires the bodywork to be adapted or special equipment to be carried; persons and goods connected with that function may be carried in it. The decisive feature is the purpose the vehicle was built for.

This is where a common assumption breaks. A concrete mixer truck carries concrete — that is, it carries goods — and is frequently classified as a goods vehicle rather than a special purpose vehicle. A concrete pump, a mobile crane or a generator vehicle performs a function on site and does not carry a payload, which places it much more comfortably in the special purpose category.

 

The classification affects at least three things:

 

  • Tax on means of transport. Special purpose vehicles are treated differently from goods vehicles under the local taxes act.
  • How the vehicle may be used. A vehicle must be used in a way consistent with the entry in its registration certificate.

Because the effects reach into tax, the classification is worth settling before registration rather than correcting afterwards.

 

Weights, axle loads and getting the machine to site

 

Two separate questions, often confused.

Is the vehicle road-legal at all? Standard limits are 4.0 metres in height, 2.55 metres in width and 40 tonnes for a combination with at least five axles, set out in the Minister of Infrastructure's regulation on technical conditions for vehicles. Axle load limits are set in the same regulation and depend on the axle configuration and spacing.

Does this particular movement need a permit? A vehicle whose actual mass, axle loads or dimensions exceed the permitted values is an oversize vehicle under Article 2(35a), and moving it requires a permit under Article 64, issued in categories according to how far the limits are exceeded.

 

One detail that catches foreign contractors: for a vehicle entering Poland, a category II permit is issued by the head of the customs and fiscal office, not by a district authority — and it can be issued for a period rather than a single journey. Teams that only discover this at the border lose days.

 

Vehicles built to non-EU markets are the usual source of trouble here. A mixer built for a market with more permissive axle limits can be entirely legal at home and oversize in Poland with nothing wrong with it. That is a purchasing decision, not a paperwork problem, which is why it belongs in the specification stage.

 

What blocks registration in practice

 

The Certificate of Conformity describes the chassis. The single most common cause of a stalled file. Genuine document, wrong stage of completion.

Equipment under technical supervision has not been dealt with. A truck with a loader crane cannot pass its Polish technical inspection until the technical supervision authority has issued its decision. This runs in parallel with everything else and gates the inspection, which in turn gates the registration.

Bodybuilder documentation exists only in the manufacturer's language. Sworn translation is required, and it is rarely planned for because nobody classes bodywork documentation as a registration document.

The vehicle was modified after purchase. Construction changes to a vehicle may only be carried out by a business operating in vehicle servicing and repair. Work done in the project's own workshop can create a problem that did not exist before. [RESEARCH REQUIRED: exact statutory wording and business classification code]

What to check before you buy or ship

 

  • Split the equipment list into machines that will be registered and machines that will not. This changes what you need from each supplier.
  • For every vehicle to be registered, ask what approval document covers the completed vehicle — not the chassis, not the type. Ask for the actual document, not a confirmation that one exists.
  • List the mounted equipment — cranes, platforms, tanks, pump booms — and start the technical supervision track separately.
  • Check dimensions and axle loads against Polish limits at the specification stage, while you can still choose a different configuration.
  • Commission translations early, including bodywork and equipment documentation.

Frequently asked questions

 

Do construction machines need to be registered in Poland? Only if they are motor vehicles. Registration under Article 71 applies to motor vehicles, agricultural tractors, mopeds and trailers. A machine whose design limits it to 25 km/h is a slow-moving vehicle and is not registered — it receives no plates and no registration certificate. It must still meet the technical conditions for road use and carry compulsory third-party insurance.

 

Does an excavator need number plates in Poland? A wheeled excavator limited to 25 km/h does not, because it is not a registrable vehicle. A tracked excavator does not travel on public roads under its own power at all and is moved on a low loader. What matters for both is technical condition, marking and insurance — not registration.

Is a concrete mixer truck a special purpose vehicle in Poland? Often not. A special purpose vehicle is defined by a function requiring adapted bodywork or special equipment; a mixer carrying concrete is carrying goods, and is frequently classified as a goods vehicle. A concrete pump truck sits far more naturally in the special purpose category. The distinction affects tax on means of transport and how the vehicle may be used.

 

We have an EU Certificate of Conformity for the chassis. Is that enough? Not for a completed vehicle. A chassis CoC covers an earlier stage of the build. If a mixer drum, pump, tipper body or crane was fitted afterwards, Poland is looking for documentation covering the vehicle in its final state — second-stage approval documentation from the final-stage manufacturer, or an individual vehicle approval.

 

Why can't our truck with a loader crane pass its technical inspection? Because the inspection of a vehicle carrying equipment subject to technical supervision may only be carried out after a document from the technical supervision authority confirming the equipment is fit for use has been presented. Until that decision exists, the inspection cannot be completed, and without the inspection the vehicle cannot be registered.

 

Our machine is wider than 2.55 m. Can it still be used? Yes, with a permit. A vehicle exceeding the permitted dimensions, mass or axle loads is an oversize vehicle and moving it requires a permit under Article 64, issued in categories depending on how far the limits are exceeded. For a vehicle entering Poland, the category II permit is issued by the head of the customs and fiscal office.

 

How long does it take to register a construction vehicle in Poland? The registration itself is not usually the long part. What determines the timeline is everything that must happen first: any approval procedure, the technical supervision decision for mounted equipment, translations and the technical inspection. Vehicles with complete, correct documentation move quickly; vehicles missing final-stage approval documentation do not. Can we register the fleet first and sort out the equipment approvals later? No, and this is the sequencing error that costs the most time. Technical supervision comes before the technical inspection, and the technical inspection comes before registration. Meanwhile the 30-day registration deadline runs from the day the vehicles entered Poland.
