Moving finished vehicles from a factory, port or compound to a dealer network is not only a transport operation.

For an OEM or vehicle importer entering the Polish market, a vehicle can physically arrive at the compound and still not be ready for registration or customer delivery.

The critical question is:

 

Are the vehicle, VIN data and documents ready for the next administrative step in Poland?

What Is Finished Vehicle Logistics?

 

Finished Vehicle Logistics, often shortened to FVL, covers the movement of completed vehicles from production to their final market or customer.

A typical flow can include:

The physical movement of the vehicle is only one part of this chain.

Before a vehicle can move from inventory to a registered vehicle ready for customer handover, several administrative elements may need to be aligned.

Depending on the vehicle and its origin, these may include:

  • VIN and vehicle specification data,
  • Certificate of Conformity or other applicable approval documentation,
  • proof of ownership,
  • customs documentation,
  • Polish excise documentation where applicable,
  • technical inspection where required,
  • dealer documentation,
  • registration application documentation,
  • registration authority requirements.

 

Polish registration rules require different documents depending on whether the vehicle is new or used, previously registered, imported from the EU or from outside the EU, and what approval documentation applies to it.

 

The Hidden Bottleneck Between the Compound and the Dealer

An importer can have hundreds of physically available vehicles and still encounter delays because the administrative file for a specific VIN is incomplete.

For example:

200 vehicles arrive in Poland.

Transport is completed.

The vehicles are physically present at the compound.

But for individual VINs there may be:

  • missing CoC data,
  • inconsistent technical data,
  • customs documentation not matched correctly,
  • excise status still unresolved,
  • missing ownership documentation,
  • registration information not yet released,
  • an approval issue affecting one particular version.

 

The result is simple:

the car exists in inventory, but it is not registration-ready.

 

At one vehicle this is an inconvenience.

At 100 vehicles it becomes an operational bottleneck.

 

Registration Readiness by VIN

 

For larger batches, the process should be managed by VIN rather than by email chains.

A practical status structure can look like:

Not every vehicle requires every step.

The purpose is to identify which step applies to each VIN and what is blocking it.

This is particularly useful where an importer has:

 

  • multiple models,
  • different powertrains,
  • EU and non-EU specifications,
  • demo vehicles,
  • company vehicles,
  • previously registered vehicles,
  • individual or special cases.

 

CoC and Approval Documentation

 

For standard EU-market vehicles, the Certificate of Conformity and the associated approval data can form an important part of the registration documentation.

But an importer should not assume that:

 

same model name = same registration route.

 

A vehicle produced for China, Korea, the United States or another non-EU market may differ from the version sold in the European Union.

The exact:

 

  • vehicle version,
  • approval status,
  • VIN,
  • technical specification,
  • documentation

 

should be checked.

 

A missing EU CoC does not automatically mean that a vehicle cannot be registered in Poland, and it also does not automatically mean that every vehicle requires TDT individual approval.

The correct route depends on the specific vehicle.

Customs Clearance Is Not the Same as Registration Readiness

 

For vehicles entering Poland from outside the EU, customs clearance is an important part of the import process.

But releasing a vehicle through customs does not automatically mean that the vehicle is ready for Polish registration.

 

For a vehicle imported from outside the EU and being registered for the first time in Poland, Polish registration rules may require evidence of import customs clearance alongside the other applicable registration documents.

That means an importer should treat these as separate questions:

 

Has the vehicle been legally imported?

and:

 

Does the registration file contain everything required to register this exact VIN?

 

Those are not always the same thing.

 

Excise and Finished Vehicle Logistics

 

Polish excise duty can also sit inside the vehicle-document workflow.

Depending on the vehicle category, origin and transaction, registration documentation may require evidence concerning Polish excise duty, including payment, absence of liability or exemption where applicable.

For an importer managing a large batch, the problem is not merely calculating tax.

It is matching:

 

vehicle → VIN → transaction → excise status → registration file

 

before the vehicle reaches the registration stage.

A batch process reduces the risk that one missing confirmation is discovered only when the vehicle is already scheduled for dealer or customer handover.

 

Dealer Registration Packs

 

The dealer often sits at the end of a long logistics and documentation chain.

From the dealer's perspective, the important question is simple:

 

Can this vehicle be registered and delivered to the customer without another round of document corrections?

A dealer registration pack may need to contain or be supported by the appropriate:

 

  • vehicle identification data,
  • ownership / sales documentation,
  • conformity or approval documentation,
  • customs evidence where applicable,
  • excise evidence where applicable,
  • technical inspection documentation where required,
  • authorisations or powers of attorney,
  • other registration-specific documents.

 

Official Polish guidance also provides a route under which an authorised vehicle dealership may submit a new-vehicle registration application on behalf of a buyer. Since 1 January 2026, the relevant electronic process is handled through e-Delivery rather than the previous ePUAP route.

This makes accurate dealer-side document handling even more important.

 

Finished Vehicle Logistics for New Automotive Brands Entering Poland

 

The highest risk often appears during market launch.

A new OEM or importer may simultaneously be building:

 

  • Polish company operations,
  • dealer network,
  • vehicle ordering,
  • product management,
  • homologation,
  • logistics,
  • PDI,

  • aftersales,
  • fleet sales.

 

The first vehicles can therefore expose gaps that were invisible on paper.

Typical questions include:

 

Who supplies the Polish registration data?

Who verifies whether the CoC matches the exact vehicle?

Who handles Polish excise documentation?

Who tracks each VIN?

Before customer delivery dates are promised

For a new importer, checking one or two representative vehicle files before a 100-vehicle batch can expose a repeated documentation problem before it affects the entire shipment.

 

Used Vehicles and Previously Registered Vehicles

No.

The applicable registration documentation depends on the specific vehicle, its status, previous registration and approval route.

A missing EU CoC should be analysed rather than automatically treated as either impossible to register or as a TDT case.
