POLAND VEHICLE REGISTRATION & IMPORT REPORT 2026

EU + Non-EUVehicle imports
Every year AkcyzaWarszawa handles more than 2,000 vehicle excise cases and approximately 1,000–1,200 vehicle registrations in Poland.
We also assist hundreds of private and business customers every month with imported vehicles, documentation, technical inspections, translations, excise and registration procedures.
This report summarises what we see in real registration cases every day.
It is based on practical experience with vehicles imported from the European Union, the United States, Canada, China, Korea and other markets, as well as registrations performed for private customers, dealers, importers, fleets and automotive companies.
We have been working with Polish vehicle registration and excise procedures since 2008.

After handling thousands of procedures, one conclusion is clear:
most expensive vehicle registration problems begin before the registration application is submitted.
They usually begin earlier, when:
For a private customer, a missing document may delay one vehicle.
For a company importing 20, 50 or 100 vehicles, the same mistake repeated across the batch can become a major operational problem.
We handle more than 2,000 vehicle excise cases every year.
A correct excise procedure starts with analysing the vehicle and the documents, not with filling in the declaration.
Depending on the case, we analyse:
Our objective is to determine the correct legal treatment of the vehicle and make sure the customer does not pay more tax than legally required.
Depending on the vehicle and circumstances, this can mean checking whether:
This is particularly important with unusual vehicles, damaged vehicles, hybrids and vehicles whose technical classification is not immediately obvious from the purchase documents.
One of the most common strategic mistakes we see is checking registration requirements after the vehicle has already arrived in Poland.
For standard European vehicles, that may not cause a serious problem.
For vehicles from outside the EU, the consequences can be much more significant.
For a non-standard vehicle, we recommend verifying at least:
A five-minute assumption made before purchase can become a multi-week registration problem later.
Vehicles already registered in European countries usually follow a more predictable path.
However, problems still appear.
We regularly encounter cases involving:
The country of origin alone does not guarantee a straightforward registration.
The quality and consistency of the documentation remain critical.
Vehicles imported from the United States and Canada are a significant part of the non-EU cases we handle.
Their registration can involve additional steps because the vehicle and documentation were originally created for a different regulatory system.
Depending on the vehicle, the process may involve:
A positive technical inspection does not automatically solve every homologation or documentation problem.
These are separate elements of the registration process.
The difference between a vehicle that has already been registered abroad and a vehicle that is genuinely new can be extremely important.
A new vehicle manufactured for a non-EU market may not have the documents normally expected for a new vehicle sold in the European Union.
This should be analysed before the vehicle is shipped to Poland.
Before purchase or shipment, a company should know:
This is especially important for vehicles sourced directly from manufacturers or dealers in Asia and North America.
We increasingly see interest in vehicles manufactured for the Chinese domestic market.
A vehicle manufactured in China is not automatically difficult to register.
The important question is which market the specific vehicle was produced for.
A Chinese-market vehicle can have different documentation from an EU-specification vehicle made by the same manufacturer.
Before importing Chinese-market vehicles, we recommend checking:
For companies considering larger shipments, verifying one or two representative vehicles before committing to the entire batch can significantly reduce risk.
One of the most common questions we receive is:
Can a vehicle without EU CoC be registered in Poland?
The answer depends on the vehicle.
Missing CoC does not automatically make registration impossible.
But it usually means that the standard registration route may not be sufficient.
Depending on the case, additional steps may include:
The correct route must be determined for the specific VIN and vehicle specification.
This distinction causes significant confusion.
A standard technical inspection at a vehicle inspection station and an approval procedure are not always interchangeable.
For unusual vehicles, new non-EU vehicles or vehicles without the required European approval documentation, a separate technical and administrative route may be necessary.
We therefore analyse the complete documentation rather than relying only on the result of a standard technical inspection.
Registering one vehicle and registering 50 vehicles are not the same task repeated 50 times.
At scale, companies must control:
A simple process can be structured as:
documents received → verification → technical inspection → tax → ready for registration → registered → permanent certificate available
This creates visibility across the whole batch.
Without a structured process, individual registration problems quickly become difficult to track.
One of our corporate projects involved a batch of 10 imported camper vans.
The project required coordination of:
The vehicles were treated as one registration project rather than 10 unrelated cases.
This made it possible to identify repeated documentation issues and monitor the progress of each VIN.
We have also supported a project involving approximately 100 vans.
The work included coordination of homologation-related documentation and approximately 100 registrations in Poland.
The project demonstrated an important principle:
at 100 vehicles, registration becomes a process-management problem.
A missing document affecting one vehicle is inconvenient.
The same document missing from every file can delay an entire fleet.
A substantial part of our daily work comes from professional automotive businesses.
We cooperate with:
These companies usually need repeatability.
They do not want to rediscover the same registration requirements with every vehicle.
For larger batches, one of the most effective approaches is to analyse representative files first.
For example:
2 vehicles checked before 20 are shipped.
This can reveal problems involving documentation, tax treatment, technical data or CoC before the issue is repeated across the entire batch.
Our work is not limited to corporate customers.
Every month we assist hundreds of private clients.
Over the years, this has also included vehicle registration and import procedures for professional footballers, actors and other public figures.
We do not publish customer names or vehicle details without permission.
Confidentiality is particularly important in these cases.
Legislation can describe the required documents.
Real cases show how those documents interact.
The most difficult cases are usually not caused by one missing form.
They involve a combination of:
foreign ownership documents + technical data + taxation + vehicle specification + registration authority requirements.
That is why practical experience matters.
A document that looks sufficient to the seller abroad may not necessarily solve the registration requirement in Poland.
For unusual vehicles, fleets and non-EU imports, our strongest recommendation from thousands of cases is simple:
check the registration route before purchase or shipment.
The earlier the documentation is analysed, the more options remain available.
Once the vehicle has been purchased, shipped, customs-cleared and delivered, changing the documentation can become much more difficult.
For an initial analysis, the most useful information includes:
For larger batches, representative documentation can often be reviewed before the full shipment.
This report reflects the practical experience of AkcyzaWarszawa in vehicle excise, registration and import procedures in Poland.
It is based on our day-to-day operational volume, including more than 2,000 excise cases and approximately 1,000–1,200 registrations handled annually.
It should not be interpreted as a statistical study of every vehicle registered in Poland.
Its purpose is different:
to show the registration and import problems that repeatedly appear in real cases handled by our team.
AkcyzaWarszawa has supported vehicle owners and automotive businesses in Poland since 2008.
Our practical scope includes:
We work with both individual customers and businesses.
If you are planning to import:
we recommend checking the documents before the registration process begins.
